partial refund for item not received

hello. has anyone ever gotten a partial refund (losing about 60 euros) for an item that never arrived? it was a total expense of about 250 euros (60 euros were not refunded to me)! do you happen to know how this is possible?

Where did the item come from?
Was a shipment with the GSP program planned?
Did you perhaps pay VAT? Did you ask for a refund?
