Partial refund without return for item in worse condition than described

Hi everyone,
I recently made my very first purchase on eBay, but unfortunately I had a problem.
I bought a used Blu-ray from a seller in the United States.
The item was described as in "good condition" and listed as region free.
It arrived last Friday, but:
- the steelbook has several scratches and a dent on the back, not mentioned or clearly visible in the listing description and photos
- the slip-cover, steelbook and discs were dirty
- the 4K disc has scratches that cause playback problems
- the edition is not region free as stated (I can still use at least the 4K disc, through a setting on my player)
I cleaned everything and wrote to the seller the same day it was delivered, explaining the issues and attaching photos.
I also specified that I do not want to return the item (given the international shipping at my expense), but that I would like a partial refund considering the condition of the item.
Several days have passed (today is Wednesday) and I haven’t received any reply.
Before the purchase he replied right away, so I’m afraid he is ignoring me.
I’d like to open a dispute, but on eBay’s site I don’t see the option to request a refund without returning the item; I can only either report an item not received or open a return case.
So I’m asking you:
- is it possible, and how could I possibly do it, to request a partial refund without having to return the item?
- do I perhaps need to wait a bit longer before contacting eBay? (I don’t know if Saturday counts in the 3 working days)
- does eBay also protect buyers in these cases, or is there a risk that nothing will be done?

Mentore1 year agoOn the ebay site you need to request a return with a refund, checking the reason that what you received does not match the description.
In these cases of non-conformity, the seller must pay the return shipping costs in advance.
The seller may alternatively offer you a partial refund with no return required (but only he can make that offer).
