Refund received partially

Hello everyone! In agreement with the seller, who had sent me the wrong item and let me keep it because the shipping costs would have been too high, I received a refund. The problem is that this refund is partial. The total amount I spent was $ 84.62 and I received $ 42.11. The seller told me that he had refunded me the amount of the item and shipping and that ebay is responsible for the fees. Too bad that on the invoice the amount related to the item and shipping is 19.99 for the item and 49.37 for shipping (I know, it's a lot, but I had been looking for that item forever and I really wanted to have it) so the amount still does not match the refund. How can I (if I can actually do it) proceed? By clicking on "other actions" I don't have the option to contact ebay. Thanks in advance for the help!
