Resolution of issue with attempted purchase from seller

I have been trying for days to purchase through the seller's Ebay store, but only with that seller do I encounter the problem shown in the photo. I would appreciate some clarification on the matter because I don't understand what's not working. Thank you.
I just tried it and I can easily add items to the cart from that seller... you may get warnings for unpaid items or be restricted from making purchases...
So maybe it’s best to contact support and check the status of your account:
