Was the package open or tampered with? Did you notify the seller? Keep the packaging and check the weight; they could be important for the seller both in case of insurance and for making a claim against the carrier.
Unless you intended to buy empty boxes, after informing the seller, you must open a return procedure for a non-compliant item (the empty package is definitely not compliant with the item you wanted to buy). Almost certainly the seller will avoid having an empty package sent back at their expense.
