Combined shipping from mobile, but does it exist?

But I keep wondering, in 2024, with everything eBay makes and all the buyers it has, it still hasn’t solved the problem of grouping items on mobile, how is that even possible?
But even on PC, people don’t know where the button is, and they write to you saying they don’t know how to do it, come on, does that seem normal to you?
Most people use their phones, and it’s a deal-breaker not only for people who run a shop but also for buyers.
And on top of that, I have users telling me that even on PC it sometimes doesn’t work, latest report from a user abroad.
This is what shows up for them:
"The seller doesn't offer combined postage discounts. Either the seller has disallowed combined payments and postage discounts, or the time period specified by the seller for combined payments has expired. Please proceed to checkout to complete your purchase."
Given that I’ve had combined shipping turned on for months.
Are there new settings that need to be enabled that I’m not aware of?
And the shipping management too, the settings panel, my goodness what a mess.
We still have settings straight out of the 90s, with 20,000 menus, things scattered here and there.
this needs to be redesigned, I’m not saying from scratch, but almost.

The only advice is to get yourself in order... with a private account, you sell more than a merchant and with more than 2700 listings, you don't have anything private...
