Shipping from England with eBay manager

Hello, I made a purchase from the United Kingdom on eBay on 01/10/2023 then on 03/10/23 the seller shipped the item with eBay shipping manager.

Today is 17/10 and I still haven't received anything and I find myself with 4 tracking codes sent by eBay that show two in Germany, one in Poland and one in Italy since 11/10-

Who should I contact?

The UK seller used the international shipping service managed by Pitney Bowes, the correct code is the UPAA......... Delivery times are usually around fifteen days, since it still has to go through customs.
