Late shipment
Hello. I bought an item and paid for it right away with PayPal. After a week, I asked the seller why he still hadn’t shipped it, and he replied that eBay had credited the amount that very morning, the same morning I asked for an update. But is it true that amounts paid to sellers are credited that late, or is it just the seller’s excuse?

it's the seller's excuse... he wanted to have the money in hand before shipping.
Remember that with late delivery, you could open a return request entirely at the seller's expense.
