shipping ebay doesn't know the difference between Europe and the European Union

while creating a shipping rule I noticed that ebay does not distinguish between non-EU countries and Europe, which creates a problem for shipping costs that are very different between EU countries and non-EU ones in Europe who should this anomaly be reported to for geopolitical ignorance ???
