Import fees for an item purchased from the UK with a value under 135 pounds
I just bought an item from the United Kingdom, but I haven't paid yet, because on the payment form there is an additional fee, in addition to the item's price and shipping costs: 31.62 Euros in import charges. But aren't these charges usually only applied to products with a value over 135 pounds (150 euros)? In this case, the product's value would be lower.

no, what you're referring to are customs duties, but import charges (VAT, customs fees), for any amount, have to be paid... and I wouldn't rule out another amount to be paid upon delivery, namely any carrier fees.
