Hello, I tried to buy some Nike Silver shoes, but the seller refunds my money and tells me he has problems with the account, then he makes me an offer saying he would ship cash on delivery … now the package has arrived with SDA but I didn't pick it up because the departure address, viewing it on Maps, would appear to be a closed shutter in Naples …. I would ask you if you have had any complaints with this seller ???

cash on delivery is not an allowed method on ebay... so if the transaction was carried out outside of ebay, unfortunately it is not possible to provide any assistance.
In any case, if you have received the refund, you no longer owe that seller anything.
