Seller scam cel-+-+--+int

Question

I was scammed by the seller in question, who sent me a piece of drywall instead of an iPhone 15.

I contacted the seller, then I opened a dispute on PayPal, then I contacted eBay by phone, who told me to request a return, but when I try to submit the request it keeps giving me the error attached.

I tried 10 times, at different times with different attachments and from different browsers.
There is no other way to contact eBay and I have to wait 7 days before leaving feedback.

Does anyone know how I can proceed to start this return?

If you have opened the dispute on PayPal, you need to continue down that path.

Obviously, it’s not possible to open return procedures on both sites.

Given the timing, generally it’s done the other way around: you only open the eBay return procedure and, if that fails, you move on to PayPal.
