Scammed by seller
Good day, I was scammed by a seller on e-bay.
I bought an inverter sold as new and when it arrived it didn't work.
I wrote to e-bay and to the seller asking for clarification. The seller was very "surprised" by the whole thing.
I asked the seller for time to see if I could find an electrician who could give me some clarity on why it wasn't working (to avoid having to pay new shipping costs).
Some time passed and the dispute was automatically closed (I didn't even notice)
Contacting e-bay is a nightmare...
Do you have any advice?

You had 21 days to figure out the type of fault, and now that the dispute has closed, you can’t do anything else on eBay.
You should have asked for a return between the fourth and the 21st day after opening the dispute; the return shipping costs would have been entirely covered by the seller (who would not have been able to object in any way).

Now all that’s left is to go through the payment method, but the return shipping costs will be on you. You can open a dispute on PayPal’s site (if you paid with PayPal) or do a chargeback through your credit card provider.
