A seller claims someone else’s mobile phone as their own

A supposed user called me on my cellphone, saying that the woman who had sold her (she gave me the name, but I’m not writing it here) an item that still hasn’t arrived had given her my cellphone number as hers. I have never sold anything on e-Bay, but I have bought in the past. Is it possible that some seller who got to know my phone number while shipping a package in the past is using my cellphone number to scam people? Has anything like this ever happened to you? Shouldn’t the seller’s phone number be the one registered? Shouldn’t the system notice that they’re giving someone else’s number?
