Seller in Germany charges a shipping fee of €999.99 to Italy?

German model car seller puts a shipping cost of €999.99 for all of his items to Italy. I tried to contact him but he doesn't respond. I entered a destination in Switzerland and the shipping cost became €21, almost reasonable. How do I report this unfair business practice to eBay?

PS; he does not accept shipping to Austria, Spain, Hungary, or Finland. Quite unusual behavior.

Every seller is free to ship and not ship wherever they want!
