Seller not responding

I purchased an item for pickup but the seller never replied, eBay tells me the item is not protected by warranty. Can I seek recourse through PayPal? Thanks

If the item is not covered by the eBay Money Back Guarantee, the reasons are as follows:

As a buyer, for the transaction to be eligible for the eBay Money Back Guarantee:

You must complete and pay for the purchase on eBay.it using an eligible payment method during checkout
You must meet the requirements specified in these rules, including acting within the required timeframes
The item must not be an excluded item or subject to additional exclusions and
You cannot try to resolve the same problem through another resolution method.

So, based on what eBay states, it would seem not.
