The seller doesn’t see the payment and wants to cancel
Good morning, I bought and paid for an auction item with PayPal. After 5 days I asked the seller for shipping info, and he told me he hadn't received the money. I showed the payment and he realized he hadn't linked the card to the eBay account. The next day he writes to me saying the money still hasn't arrived and he wants to cancel the order. Is that right? I was precise with the payment and everything. I asked him at least to contact support because it doesn't seem fair to me. But above all, I made the payment, so if he cancels, someone has to refund me.... But I have no idea how it works, am I at risk of anything if he cancels the order? The purchase was made on 18/01 and it still hasn't been shipped.

you ran into one of the many inexperienced sellers who is absolutely not up to date...
He can certainly cancel the order, but it will always be him who has to refund you out of his own pocket, since he hasn't linked any IBAN to his account.
If he doesn't do it, you can open a report at the end of the expected delivery date... then eBay will help you, you lose nothing:
