professional seller refuses to issue invoice

I wanted to buy an item for my business, but when I asked the seller (a professional seller) with VAT number that I would need an invoice and whether any document was needed to issue it in the business name, he replied that for that item (new item) he would not issue an invoice?? but shouldn't that be a legal obligation?

is there any way I can force him to issue the invoice?

No, at most you don’t buy from him... if he can’t issue an invoice, did you at least ask him why?
