Yes, in most cases the order will still reach you anyway, provided the payment has already gone through and the seller had time to ship the package (or decides to do so).

Sellers on eBay are independent merchants. When they receive an order, the seller sees the money and the shipping details. Unless eBay explicitly blocks the transaction for suspected credit card fraud, the seller has every interest in shipping the item to avoid losses or disputes.
Since you can no longer access your eBay account, email notifications become your only communication channel. Check your Inbox and Spam folder for:
The shipping confirmation: If the seller has shipped it, you’ll find the tracking number directly in the email sent by eBay.
Messages from eBay: If eBay has canceled the order on its own (less common, but possible if they consider the purchase risky), you’ll receive an email notifying you of the cancellation and the corresponding refund.
If the account is permanently suspended, you won’t be able to use the “eBay Money Back Guarantee” from the site. However, you are still protected by the payment method you used:
If you paid with PayPal: Open your PayPal app, find the transaction, and open a dispute for “Item not received”. PayPal has a separate buyer protection from eBay.
If you paid with a Credit/Debit Card: If the package doesn’t arrive and you hear nothing, you can contact your bank to request a chargeback procedure (disputing the transaction for non-delivery of the goods).
