DHL customs
Hello, I have a question for a relative of mine: he bought a product on eBay from India, in the payment there was no message saying "any customs duties" and so he also contacted the seller asking for information from his courier about any duties, and if there were any charges he would cancel the order. The seller said there were no duties or fees, but then he received 45 euros in fees + handling. Does eBay or the seller refund the money? And if he doesn't pay, what happens?

That said, it is the buyer who needs to make sure that a shipment from outside Europe arriving in Italy goes through customs to be taxed.
And that seems pretty normal to me too.
I have no idea how eBay India might work; in Italy a seller would have to fill out various customs paperwork to ship .......
I don't know about an Indian seller, but I suppose so, so in my opinion he told you a lie.
If you don't collect the package because you refuse to pay the taxes, the package goes back to the sender and you lose the item and the money, so the only sensible thing to do is collect the item and pay what is due.
It will be a lesson for next time; for shipments from outside Europe, the relevant import taxes have to be paid.
Kind regards.
