eBay fund block of other transactions
I have a problem with a return and Ebay has blocked my funds. Can it withdraw the proceeds from other transactions to pay the blocked one?

If the payment is visible on your Ebay account and the bank transfer to your account has not already been sent, that money stays frozen until you resolve the return case.
Most likely, the refund to the buyer will be made via a bank transfer from your current account (Ebay will take it).
Then your funds will be unlocked and credited to your account.
It’s a bit cumbersome, but that’s how it usually works.

Just like it can withdraw them from your checking account if your eBay account has insufficient funds.
