Shipped a package to Qatar. The package was returned to the sender because when it was delivered to the home, no one was there to receive it and the recipient was not contacted because there was no phone number. According to Qatar Post rules, a package is not held in storage for collection and there are no further delivery attempts, so it is immediately sent back to the sender. The buyer still wants the item purchased and is willing to pay the postage fee again for a second shipment. He is asking me whether payment can be made through eBay.
