Could someone kindly explain to me how to set up combined shipping for sales, how do you set it up for how to figure out how to set it so that it automatically takes the shipping that costs more, that is, if I sell a screwdriver and they sell the stove together, it takes the shipping of the stove, not the screwdriver

You need to go to the shipping rules for promotional rates starting from here:
https://www.ebay.it/ship/prf/combinedshipping
Here you can set a specific rule.
For your case, eBay’s basic logic is this:
If you don’t set any special discounts (like "free shipping after €100"), the system adds the shipping costs together.
To avoid it adding them up wrong, select the option "Apply the highest shipping cost among the purchased items".
When you create or edit a listing (e.g. the screwdriver one and the stove one), in the shipping section you’ll find a box to tick: "Apply my promotional shipping rule".
Both items must have this box ticked.
Example: * Stove: Shipping €30 (Promotional rule active).
Screwdriver: Shipping €7 (Promotional rule active).
Result in the cart: If the buyer puts them together, the system will see that the stove is the item with the higher shipping cost and will charge €30 (plus any additional cost per extra item you’ve set, if different from zero).
