Hello, on January 5 a shipment I was supposed to receive from Japan is having problems and the post office website gives me the following error:
Problems reported during verification for customs clearance of the shipment. Required declaration for release missing.
I contacted the seller, and he said there’s nothing he can do from Japan.
Has anyone ever had this kind of problem?
How can I solve it?

I have a package coming from Japan. Since 24/03, this wording has been showing: "after checks, the documentation for release appears to be missing" .
What should I do? I buy from Japan often and this has never happened to me. The sender said they did everything correctly and even Japan Post can't intervene because the package is already in Italy...

·4 months agoThe shipment must be RELEASED by you or by the seller.
If the seller does not want to handle it, you need to contact Poste Italiane's toll-free number 803160 to better understand the situation.
In that case they will give you a direct contact with Poste Italiane customs and you can ask them what is missing from the documentation.
If you do not take care of this, after some time the package will be returned to the sender and you may not be eligible for a full refund.
So it is better not to take the risk.

thanks for the reply! I contacted the post office, who gave me the customs contacts. I sent them the invoice that was sent to me by the sender. As of today, the 31st, the status has changed to this: "checks are underway for the release of the shipment"... bad or good sign?

·4 months agoIf after sending the documentation the tracking status has changed, it means they are working on your customs case.
Specifically: "checks are in progress for the release of the shipment" means that they are reviewing your documentation, so if what you sent them is sufficient, the package will be released for final delivery.
Keep an eye on the tracking at all times.

Package from the United States, went through Switzerland with Swiss Post.. it arrives in Milan and they block it at customs first with the usual wording and now the wording has changed (while keeping the same date and time) to “after checks carried out, documents for release are missing”.
A few days ago a postal operator told me that the wording was fake and was only there to justify a possible delay, today though another operator tells me they are asking the sender for additional data and still haven’t received any.
To me it smells fishy… will it clear itself up?

·2 years agoI’m joining the club of “Reported problems during the verification for shipment release” for a mouse bought from an eBay professional seller.
The first mouse, with an UNTRACKABLE package, never arrived: lost, stolen, still stuck in customs after over 3 months, I have no way of knowing.
I was properly refunded, then I bought it again, this time with a trackable package, and for 3 days it has been stuck in Milano Roserio with the infamous message.
For now I’m not doing anything, I’m following most of the advice, namely the line of passive waiting.
What saddens me is that Italian Post or Customs, whichever it is, makes you lose the desire to shop on eBay from international sellers.

·2 years agoSmall watercolor from the early 1900s in a frame bought for 48 Swiss francs, sent on April 19 and stuck since April 26 with the famous wording"reported problems during verification for customs clearance of the shipment. declaration required for clearance missing". A few days ago I received a registered letter requesting the documentation needed for clearance: a form to fill out, proof of the sale, a photocopy of an ID document and tax code. The letter explained that if the requested documentation had been sent by email and not by post, the waiting times would have been shorter.
That said, I filled everything out and sent it by email, to be precise via Libre, a jumbo email. After a couple of days I got an email saying that the documentation had to be attached, and not in the body of the email. Evidently whoever received the email doesn't know a damn thing about IT, because there was clearly a colored part that said "follow the link", and they could have downloaded everything. Anyway, I sent the documentation again, this time through Gmail. A couple of days have passed but nothing, this morning I sent a new follow-up email, asking them at least to let me know if everything is okay and when they will finally send me the package. All because the Swiss guy wrote in the shipping declaration "antique watercolor", and evidently they think I bought a Titian or a Caravaggio instead. I can assure you that never before has the price paid been exactly the declared one, not a franc more or less, as can be verified on the sales site (the lot number was clearly highlighted). What can I say, I remain, as they say, in confident anticipation, aware that sometimes telling the truth is completely useless.

The tracking says that on March 15 it arrived in MILAN, so keep track of the incoming package every day.

·2 years agoHello, I’m updating you with my experience, which ended today, and therefore, contrary to what some people claim, my intervention was necessary.
AI bought a game for my son from China on January 4 (a wooden train) worth 30 euros. On January 26 the tracking showed this problem related to missing documentation. Following the first piece of advice, I did nothing and let a week go by: nothing happened. On February 2 I called the Post Office toll-free number, which gave me a second phone number to contact for customs. If the first call center operator was courteous, this second one was not; as usual, she told me I had to wait, that I would receive a registered letter and that I would pay the customs clearance fees. She informed me that they no longer accept emails and faxes, I have to wait. I asked her to tell me where my package was, and she replied that it was in MI Roserio. Once I knew that, I googled it and looked for the specific form. It is easy to find and is specifically for packages held right where mine was. The form has two sections, one for the seller, the second for the customer; only one needs to be filled out, declaring the value and attaching payment receipts. I asked the seller to do the same for their part, but it wasn’t necessary for both of us to do it. The seller confirmed that they had done everything required, especially since this was not the first purchase I had made and the shipment was handled by eBay (I’ve never had similar problems). I sent the form to ASSISTENZACLIENTIFERMIVM chiocciola posteitaliane punto it. On February 5 the package cleared customs and was released. I received it on February 12, with no additional costs. I hope this helps

Like you, I also have a package stuck in customs since October 9 (coming from Japan); there were 3, two were delivered quickly while one got held up, all bought from a famous Japanese site.
The wording is always the same: Problems reported during verification for shipment release. Declaration required for release missing.
I called the number you indicated above to ask for an explanation, and they told me customs would send the paperwork for clearance to my house, but 9 days have passed and since then nothing yet.
But before reading your experiences, on Friday the 13th I sent a customs clearance document that I found on the internet to the email: assistenzaclientifermivm@posteitaliane.it
I don't think it helped anything.
Anyway, as of today it's still blocked and tracking is still stuck at October 9.

·2 years agoI haven’t read all the posts but I assume your packages all come from outside the EU. For me, on the other hand, this is happening with a tracked registered letter coming from Germany. It’s been in customs since September 13; I’ve called several times and they’re asking me for the CN22 to get it released!

·2 years agoEven though the topic has been well discussed, I’d like to add my experience with SAL Small Packet from Japan.
I also got the message twice: "Problems reported during verification for release of the shipment. Required declaration for release missing" and on the sixth day, to avoid further delivery delays, I called the post office and the operator told me the parcel is blocked because the CN form (in my case 23) needs to be filled out and signed by the sender, who must provide it physically by post, otherwise by email. The latter can also be sent by the recipient if they have the document without a tax code or ID.
Even though I knew the CN23 on my parcel was perfect but not signed, I forwarded the CN23 provided by the sender to customs by email (still unsigned, identical to the one on the parcel) and after 4 minutes the shipment status changed to "being processed at the international exchange center". I don’t know whether my email really changed the parcel’s status or if it was just a coincidence; I really doubt all this efficiency from Poste Italiane XD
The only downside in the delivery was not knowing how much I would have to pay the mail carrier for VAT + duties and postal service because nobody informed me

On the postal tracking website the status stays the same, while following another site it gives me other updates.

·3 years agoUnfortunately, the ones who are right are the postal service... desperation led me to look for lots of sites where I could track my package, but in the end the postal service is right. You have to wait patiently.... I've been waiting for a package since June 5 stuck at customs since around the 20th. Yours should be resolved in a short time. Customs make you swear a lot, I know...

·3 years agoI was asked to send a registered letter that arrived by mail, I filled it out and in at most 10 days everything was supposed to be resolved. I saw... a month has passed and my package is stuck rotting in the warehouse. I call the post office and they tell me that I have to be patient and that it could take months, all accompanied by it's not just you waiting and there are millions of packages. I can understand a 2-week delay but when you've been waiting for a month and you were supposed to wait 10 days, the frustration is a lot

The seller tells me this is the first time it has happened and the shipment seems to have been stuck in customs since 05/07 (so more than the 6 days mentioned in the solution) and then updated again to 07/07.

I’ve been waiting for a shipment since July 5 and it’s stuck at customs, I call to ask for more information after sending back the completed form that arrived by mail and they tell me the delays are super long and I could end up waiting months. I’m speechless, they block packages for no reason and keep them for weeks

I’m asking whether this same thing happened to others and they didn’t receive any form from the post office. Anyway, I’ll take the opportunity to express my anger, package bought from an American website, shipping paid €30 and now a million problems. ·3 years agoI wrote some comments earlier, my package, after a long journey from China with ChinaPost, which on 27/5/23 marked it as lost, on the 31st “pops back up” in Italy at around 01:00 today; at 12:00 the tracking updates and the dreaded notice appears, so I call the post office, which, in addition to casually telling me that the package has been in Italy since 26/5 without the tracking being updated, also tells me, admitting that it’s now normal and that in reality it’s the fault of the “new” internal automatic system in customs called “AIDA” that “blocks” a large part of shipments on that status automatically, they are aware of it but can’t do anything about it, according to them, “it has been reported to those responsible, sooner or later they’ll patch it up” that’s all, meanwhile...

·3 years agoIf it can be helpful, I confirm that my package from Hong Kong shipped by sea on 2/4/23 arrived on 17/5/23 and was immediately held for "declaration required for release missing". No email or phone call came from customs and it was enough to wait until 23/5/23 for release.
I think this process depends on the type of shipment chosen: my package was supposed to arrive 2 months after (give or take a day) shipping, but instead it arrived a couple of weeks earlier so the post office took another week to process the shipment
The unpleasant thing was having to pay almost €8 out of the €10 declared for customs charges (ridiculous!!!) and the strange thing is that the package, which was shipped by sea, in Italy after release was handled like an international registered mail item, it’s the first time this has happened to me

I’m adding myself to the long list of people with the new wording:

The shipment concerns a broken Apple phone for spare parts, bought at auction from the US. This morning I called the customs number with option 2 to get info about it, and the polite answer was to go to the postal service website, forms section, and fill out the second-to-last PDF called:
Request for customs clearance for shipments with a code starting with L or R (Roserio)
At the moment (I had already read your discussion) and as a precaution I haven’t sent the form, hoping maybe for an automatic unlocking of the situation, but what honestly doesn’t add up from the discussion I had with the operator is precisely the Duties section, which I have already paid through the eBay purchase. When I specifically asked about the duty already paid, she replied:
"Send a copy of the transaction (PayPal) so the necessary calculations can be made, and then you will have to request a refund either from the seller (again through PayPal) or from eBay itself or from them (customs)."
The fact is that as soon as I got home I took a look at the eBay transaction on PayPal, which appears as the attached image, that is, it does not in any way reflect the reality of the transaction since it shows the gross *Total* even though there are other compatible items that would declare the actual value of the product, namely VAT, shipping and insurance. In the eBay summary (Order details) at least one of these amounts is clearly indicated, namely the $42 shipping. Paying twice is already absurd in itself! But paying on duty already paid too is madness...
Obviously I’m asking you whether you have had experiences like this and how you dealt with them; I’d also like to anticipate another question regarding the item description in the forms, namely, since it’s a broken device that I’ll need for transplanting into a working one, how should I describe it?

as I wrote some time ago, I’m letting you know that today the shipment from the USA finally arrived.
However, after asking me for the invoice and payment for the purchase, with customs duties already paid, today at delivery they asked me for the customs duties again. When I asked for the receipt since I had already paid them, the mail carrier, much to his regret, told me that his handheld printer was not working and that he would come back later at the end of his shift just for me in the hope of fixing it. He really did come back at the end of his shift but hadn’t been able to fix it, so he wrote the storage notice by hand so I could pick it up next week at the post office, where they will print me the receipt so I can request a refund from Ebay.
What annoys me, though, is the fact that this package arrives in Italy, the post office holds it at customs, sends me a registered letter asking me what’s inside, how much I paid for it with invoice and payment attached, when all this information is already listed on the CN22 form on the outside of the package (so much so that they themselves write in the request what the declared contents are).
I send what they asked for, highlighting the contents, the value, and the fact that I have already paid the customs duties both on the item and on the shipping cost, which is nothing more than 22% VAT on the expense.
They release the package after 10 days, which, with Saturday/Sunday and various holidays, becomes more than 20, and when it arrives they ask me for the customs duties again???
So if this is Poste Italiane’s policy, why do they ask for this data if it’s already listed on the package, clearly slowing down deliveries and storage times?
I’m attaching the screenshot where it still shows as out for delivery, but as I said I’ll pick it up next week, just to give you an idea of the timing.

I confirm what was written in the situation for a package shipped from the U.S., except that in my case they sometimes took more than 6 working days between April and May, in fact there were holidays in between (Liberation Day and Republic Day). They hadn't sent me any form nor did I ask for clarification, just to be patient and nothing else.

·3 years agoThe problem is that Chinese customs are not releasing the shipment; in fact even today the post office updated the tracking with the same wording, and honestly until today nothing like this has ever happened to me with any of my shipments from China, and having paid a lot for the contents of the package (400 euros) I am honestly a bit worried, since it was presented to customs on 3-4 and today, May 5, it has in fact not received approval.

If you need to ship to Taiwan, consider sending it by registered mail at the post office.
Or do a search on the internet to see if some other shipping service offers an affordable courier shipment to Taiwan.

·3 years agoHello everyone, I read this forum page because the same thing happened to me too, and I wanted to share my experience, even though it’s still ongoing.
Mine is a package for the purchase of a collectible coin in the United States.
I bought the item through Ebay’s international program, and since it was paid at 42 dollars, VAT taxes were included (22% of the item amount plus the shipping amount). In the past I have already received packages from the United States, and the parcel was always held at customs for a few days and then released and delivered. Today, however, the procedure was different.
I should point out that the item left on 05/04/2023 from the United States with USPS to arrive on 08/04/2023 at the Asendia US sorting center, which sent it off again on April 11 from the United States to Switzerland, so the attached Poste Italiane tracking is from the 11th onward, when the parcel took on a new tracking code from Asendia US in Switzerland and then in Italy.
On April 18 and 19 the tracking shows, in order, "Problems reported during the verification for release of the shipment. Declaration required for release missing" and then "problems reported during the verification for release of the shipment" so I thought it wasn’t a matter of missing documents, since on the 19th the new tracking status no longer showed the wording "Declaration required for release missing", however today (after 3 days essentially, excluding Saturday, Sunday and April 25) I received a registered letter from Poste Italiane with an attached form to fill out and a photocopy of the cover page of the parcel. (which I attach omitting personal and unnecessary data in a second send, since it only lets you attach one file).
In the form (which is already headed with the shipment number, warehouse reference etc. etc. ) besides the recipient’s details, the contents of the goods and the purchase value are also requested.
I don’t know why they ask for this information; in their letter it clearly states DECLARED CONTENT: COLLECTIBLE COINS, while on the parcel cover page it says "1 numismatic material" value "42 USD". So I don’t fully understand what they want declared since it’s already declared on the outside, and having no other choice I listed the full description, series, year of issue, material, country of issue of the coin 😅.
For the value I entered $ 42 again and in brackets I wrote the converted amount in €, and I specified that I had already paid (as per the attached invoice) the VAT, both on the item value and on the shipping price.
All dated and signed, with the invoice for the purchase provided by Ebay attached, and to be thorough I also attached the printable version of the order, the PayPal payment receipt, my identity document and tax code.
I sent everything by email (if you look at the letter below it specifies that for sending by email the expected customs clearance time of 10 days is shortened by about 2 days) to the address indicated on the form AssistenzaClientiMerciAida@posteitaliane.it . For safety I included read receipt, which arrived after about 10 minutes, so it has already been received.
I will update you on the next stages of the shipment, however I wanted to point out that CN22 and CN23 forms were mentioned several times, which are actually already printed on the front page of my shipment, or other forms for release. The form I received contains, in addition to the shipment number already preprinted by Poste Italiane, also some references such as the warehouse directly preprinted by Poste, which from the moment they are received by Poste itself will certainly help trace the shipment sooner and facilitate customs clearance, therefore I am of the opinion to wait for Poste before sending documentation on one’s own initiative, perhaps jeopardizing customs clearance.
I will keep you updated on the outcome of the shipment.

I bought on eBay from a private seller (with excellent feedback) from China. I’ve been waiting for this package for almost a month now (which is fine, I mean, the timing is reasonable).
After finding out that this package, after a nice little trip around the world and Europe, has finally arrived in Italy, the famous wording we’re all here for appeared for me too: "Issues reported during verification for shipment release. Required declaration for release missing" as you can see in the attachment below.
I’ve read all your replies carefully and would like some further feedback, if possible. I’m trying not to panic 😂 I read that the user who originally opened the forum, ninonakano, waited 6 days and the case got unstuck on its own. others instead sent these CN22 and CN23 forms to a post office address.
Could you tell me, at this point, after all these experiences, how I should proceed? I don’t mind paying (which I already know I’ll have to do, obviously) or waiting longer, as long as they give me the certainty that my package will be delivered. If it helps, I live in Tuscany.

·3 years agoUnfortunately, this time too the registered letter arrived with the form to fill out, in addition to sending the payment receipt and the documents; by the way, I only just managed to get it because by mistake they put the sender's name as the recipient instead of mine 😲 (but the right address). Sent everything by email.

first it flagged the usual issue, then another issue:
On 17/04 I received a REGISTERED LETTER, with a form to fill out and send by email together with a copy of my ID card, tax code and payment. Sent on 17/04, on 20/04 it was unlocked.
The logical way is to do what ninonakano wrote, that is, nothing, unless a request is received from the post office.

·3 years agoI’m in your situation again; I’d say to wait, usually it unlocks by itself within about 6 days.
In my previous case, though, after 6 days I got another problem report, I waited (another 6/7 days), I received a registered letter from the post office requesting documentation, which I sent, and after about another 10 days I received the shipment.

·3 years agoGuys, unfortunately since 05/04 I haven't heard anything about my package anymore, I had put the address of a pickup point to collect it so every day I have to call to see if a declaration letter has arrived.
the package is marked as having issues due to a missing declaration, even though from the UK the package was shipped with all the necessary declaration
it's still stuck in customs in Milan and I don't know who to contact or who to urge to unblock the goods.
I'm totally paranoid and I think I'll be like this for a long time still since it was shipped on the 23rd. I'm kindly asking you for help, if there is anyone who has faced the same situation as me ..... or if you could kindly tell me who I can email or call ...

OP3 years agoThe only useful email is the following:

You need to send your address, description of the contents, value in the original currency and a detailed description of the contents.
They don't reply but they do read and record the information.
Normally no other information is required, but if you want to help them clear customs faster, you can send the email.

That the CN22 was attached to the package. I wouldn't want sending documents or messages to create bureaucracy that then has the opposite effect, meaning it slows things down
I'm waiting for another one, again from the UK, and I'm in the same situation as you

·3 years agoNow I have another one in the works, let's see what path it takes, anyway I'm waiting for it to arrive or for them to write something, it's just arrived at Roserio so they'll mark it as being worked on.

·3 years agoHi, I also have a package from Great Britain held up since March 15 for "missing documentation".
On the advice of the toll-free number I sent form CN22, which the seller immediately forwarded to me in copy, along with the documents and proof of payment.
Poste also opened a ticket, but I haven't received any request and everything has stayed stuck.
I don't know what else to do, at least PayPal coverage lasts 180 days but I don't want to activate it, the seller is not at fault at all

It’s possible that the package can stay still for longer, but it doesn’t go from one processing status to a blocked one every 2 days. If it goes into processing to be cleared through customs, it means that eligibility for release has been assessed; otherwise the tracking status doesn’t move

·3 years agoFor me, after 6 days it gave me an error message again instead of unlocking, and after another 7/8 days I received the registered letter, so after another good week from sending the documents I received the shipment. If you look around page 11 of this chat, there’s the screenshot of the messages

·3 years agoI was thinking of filing a written complaint. By PEC. It's true that they take 45 days to respond, but at least there is something official in writing, a complaint, and the problem is still there anyway. Sometimes I hesitate about whether it's worth it or not, because it’s obvious they don’t give a damn about you

·3 years agoToday I'm pessimistic and I hope I'm wrong, but I have the impression that my package is no longer getting out of the CSI in Roserio, too many inconsistencies.
I have a business and employees who keep it going with me. But I’m telling you that if we don’t free ourselves from these bureaucratic mechanisms beyond the limit that destroys work, we are a country destined to fail

·3 years agoLook at this situation. If a shipment undertakes a later step compared to a status update, why does it then go back to the previous step? It's impossible
I asked Poste for clarification, and no one replies to me.
In your opinion, what can I do to get this situation unstuck? As far as you know, is CSI ROSERIO open to the public, meaning can you go there in person? Because they open reports that then turn out to be empty promises
I wouldn't want the package to be sent back to the sender
You can't take any more of this bureaucracy. I end up thinking that there is someone there at the Center and among the staff who is working against the system's functioning

To be clear, no one has asked me for anything since March 15, neither declarations nor forms

·3 years agoMeanwhile my package has been unstuck but has been stuck since March 8 in Milan Roserio. Today I opened a report because it’s not possible that it takes this long to arrive in Sardinia (generally it gets delivered within a maximum of 4 working days). Dunno

·3 years agoI understand, however, that there is no defined rule. At the customs toll-free number I was given 2 different answers. One told me to send the declaration according to their form also to an additional email address different from the one indicated in the form, namely assistenzaclientimerciaida@posteitaliane.it
Has anyone among you used that address as well as the one listed in the form? Thanks

·3 years agoSame wording since 09-03, but there was an update dated today that, instead of getting resolved, keeps repeating the same problem. Has this happened to anyone else too, but then it resolved itself, or does it mean that at this point I’ll receive the registered letter I have to fill out?

I called the toll-free number and they told me to send the form; they also told me where to download it. At this point I don't know if I did the right thing since I read here that some people didn't do anything
