Status "Shipped" but goods have arrived, when does the payment reach the seller? | Payments and Shipping

Hello, on 28/07 I purchased goods from a seller, paying with Paypal.To date, the goods appear to have been delivered to my home on 01/08, but the seller has still not received the payment. the status of the item purchased, on Ebay, is still "Shipped" and not "Delivered".Is it Poste Italiane's fault? does the seller have to wait for Poste Italiane to report that it has delivered before receiving payment? thanks and have a nice day
