Customs duties
Package from the United States with VAT paid to eBay arrives with the mail carrier asking again for payment of customs duties (double!!!)
Poste Italiane does not issue any receipt and eBay bounces back any request for proof that the customs process was carried out correctly even though they handled the shipping process and customs process
eBay!, Congratulations on your utter lack of seriousness!!! Useless support that doesn’t even understand requests in Italian.
I’m deleting my account!!!

First of all, we need to clarify whether you made the purchase directly from an American seller who shipped the item straight to you, or whether you bought it through GSP (GLOBAL SHIPPING PROGRAM), which is a shipping system where a specialized company handles all the customs paperwork.
In the first case, the seller should have provided all the necessary documentation proving the purchase and should have made it clear that you had already paid the VAT directly to eBay, through proof of purchase downloadable directly from the shipping details in the seller's account.
In the second case, generally the company Pitney Bowes takes care of these aspects professionally and therefore also includes the documentation proving that the import taxes have already been paid.
Another mistake was made when the mail carrier asked for this money without leaving any signed receipt.
Now, if you contact eBay to have the payment reversed, you also need to provide documentation proving that you paid to collect that item; otherwise it is normal for eBay to wash its hands of it.
Try to see whether, by going to the post office, you can get some kind of document certifying that you paid the mail carrier at the time of pickup TOT euros in order to get your package.
Kind regards.

OP3 years agoThe package was shipped with the "eBay International Standard Delivery" service shipped by "EBAY- easy ship" which completed the Customs Declaration and every other necessary document.
VAT was paid directly at the time of purchase to EBAY, which is responsible for it under EU and national regulations.
EBAY does not provide any customs clearance document, which, among other things, had initially been held up for lack of documentation. Ebay does not provide any document certifying the customs notification of the VAT already paid. The seller claims that this responsibility lies with EBAY, to whom the service was paid.
Poste Italiane does not provide any receipt upon delivery. We will see if they will do so upon request. In any case, Poste Italiane is responsible to Ebay because the service was commissioned by ebay as part of the "eBay International Standard Delivery" service.
Is Ebay washing its hands of it?
In any case, something at EBAY isn't working because this is not the first time......

·3 years agoEbay provides proof of payment, you can download it here: the tax invoice will be available and downloadable from the Order Details page in the Purchase History.
To request a VAT refund on a completed order, log in and upload proof of overpayment.
The proof of overpayment is provided by Poste Italiane; on their website it says it can be found on the waybill or that it is provided by the mail carrier upon the recipient's request.

OP3 years agoGood morning,
but has anyone of you ever tried asking Poste Italiane for a receipt???
Unfortunately Poste Italiane does not issue any receipt. Neither the mail carrier nor the post office.
What is written on the site is not what they actually do.
I also went to the post office as well as asking support, but both told me that it is not possible to get any receipt.
Ebay commissioned the shipment to Poste Italiane but washes its hands of it.
On the site you will find dozens of users scammed by double VAT, and Ebay only appears willing to reimburse in that it asks for documents that cannot be obtained from Poste Italiane, and the result is that we pay customs charges twice.

·3 years agoIt’s not possible that Ebay outsourced anything, it doesn’t ship or sell anything!
It’s not true that you pay customs charges TWICE... what you “might” pay twice is ONLY VAT!
So Ebay is just following a procedure... the thing that isn’t right is done by the postal service!
Kind regards.

·3 years agoIf they write on their site that they issue the receipt, then they have to issue it. Otherwise we're blaming ebay for things that are the post office's fault.
Write to them and complain to them.

·3 years agoIf the shipment was made by the ebay shipping service, these are standardized mechanisms and automated procedures, so I feel I can rule out a procedural error on their part.
I could say plenty about how the customs officers at Poste Italiane work, but I'll refrain.
The seller didn't fill out the customs declaration himself, so it's correct to say that he isn't responsible.
If you handed cash to the postman without receiving any receipt or proof of payment, you can't expect ebay to reimburse you on trust.
Obviously you have to be prepared in these cases.
When the postman asks for money, you have to tell him that you don't have it with you at the moment and that you'll go pick it up at the office, so he'll print you the failed delivery notice for pickup at the counter.
Then at the counter, in front of the clerk, with any receipt certifying payment of the taxes, you point out that these have already been paid and you try to have some kind of receipt released to you certifying the payment.
If there is no possibility of getting any kind of receipt, avoid paying in cash and use a traceable payment, maybe a bank transfer with the reason stating payment of the taxes on the package with tracking xyz
Then you also have to be careful not to tell the postman that you're refusing pickup, because otherwise the package goes back....
Unfortunately non-European purchases are always a gamble and you have to stay alert.
Kind regards.
