I would like to know whether:
- buying a non-working item on eBay
- repairing it in my spare time
- reselling it on eBay
is a practice that is possible for a private seller (no VAT number) or not.

I can tell you that, in my opinion, if you buy an item specifically to resell it, even after work done to increase its value, you would need a VAT number.
