Incorrect billing (without shipping costs) and no response from the seller

Good morning, I'm writing in the hope that someone can help me understand whether it is possible to request eBay's assistance with a sale with incorrect invoicing.
I have an item from a professional seller.
At the time of purchase I requested the invoice, specifying all the details of the company I work for, because I need to justify a payment through the issuance of an invoice.
The item arrives, the invoice arrives, but it has two problems:
1) the company that invoiced me is not the same as the one stated in either the listing or the seller account info
2) Wrong amounts, the amount paid is higher than the one invoiced (the shipping costs are missing)
I contacted the seller, who replied that he would issue a credit note and reissue the invoice, and since then nothing else, 14 days have passed since that last message of his. Obviously neither the credit note nor the correct invoice has arrived, and in the meantime I have kept contacting him to no avail.
Now I don't understand what sense it makes not to resolve the matter amicably (issuance of a credit note + correct invoice), I tried contacting the seller, who I remember is "Professional", even by phone at the number provided, and nothing, an employee answers saying the owner isn't there...
Do I really have to send a registered PEC email and possibly report it to the competent authorities for failure to invoice? Among other things, it is also punishable.
Can Ebay intervene in any way to resolve this dispute?

OP1 year agoIn the end, the company I work for sent a certified email today demanding resolution or reporting to the tax agency. Honestly, I still don’t understand the attitude, risking penalties and investigations by the relevant authorities for what? For not having corrected an invoice?
Assuming there’s more behind it too, even more reason that by doing this you’re shining a spotlight on yourself, shouting, "I’m here, come and do inspections"

eBay cannot intervene in invoicing between businesses.
You’ll have to sort it out directly with the seller and, if necessary, report it to the relevant authorities.

Does this kind of thing happen often? I admit this is the first time we've purchased as a company on eBay
