I received an item that does not match the description and is therefore unusable
I received today an item that does not match the description and is therefore unusable. The seller wrote that he does not accept returns. I contacted him saying that the item is not the one described and therefore unusable. When can I file a dispute on E-bay to get the item returned and a refund of what I spent? I tried to initiate the return but the system won’t let me proceed. Why?

You don’t need to choose a return because the seller could refuse it; you need to open a claim for an item not as described.
The correct procedure is this:

You can open only one return or refund request; once it’s closed, it can’t be reopened.
It’s enough to follow the instructions; if you have problems with this procedure, it means there is already an open and/or closed dispute, so you need to contact eBay support.

if he plays dumb or repeats that he does not accept returns, is obliged to take the item back if you open a dispute with eBay for an item received that is NOT as described. If you want to know more, look under help and contacts and type non-conforming item in the appropriate space. It’s all clearly explained, military photographer! Best regards.
