Seller scammer? Fake tracking number after payment. Never responds.

Several days ago I paid almost 60 euros for a record from Spain. The seller has not replied and has given a fake tracking number to avoid canceling the sale, as requested, since the deadline had passed without him answering or showing any sign of life.
Besides reporting it to get my money back in two ways
Why does Ebay protect these sellers' feedback? They removed mine. Why does it allow this platform to deceive people like this from one country to another?

·11 months agoThe seller in question (who, in any case, has 100% feedback and is also a physical store) completed your sale on July 24 and, as for delivery times, from 7-10 days from the end of the listing.
So, once the times indicated by eBay have expired, you can file a dispute, bearing in mind that the times indicated apply to Italy and therefore may be longer for abroad.
