I see this on the sales page for the item in question. I'm a seller with little experience and I don't know what I need to do to receive payment. I shipped the item using a method that doesn't provide a tracking code. Three days ago, via message, the buyer confirmed that they had received the item. Would it be the buyer's job to confirm delivery?

Unfortunately no, if you want eBay to mark your order as delivered you need to provide correct tracking and the carrier's name. It goes without saying that if you shipped without that information, eBay can't help you... anyway, you're a new seller and so the release isn't tied to delivery but to a preventive block based on eBay's rules that lasts about 15 days.
