problem with shipping

When I go into editing the listing everything is fine, because I want shipping to be free, in fact "you pay" is selected and that's fine, but when I publish it, it says that shipping costs 20 euros. I also checked the sales rules (in the account settings, not in the listing) and the shipping costs are all zero, including the additional ones.
Can you tell me where I'm going wrong? Screenshot attached.

Hi, does it happen to you too to access the eBay shipping section and get redirected to the main home page?
