I win the auctions and the seller doesn’t ship
Auctions are a scam and eBay is unreachable through any direct channel.
I won two auctions at a good price and the sellers never sent me the item, making excuses. I paid immediately because eBay pushes you to pay, then the sellers do whatever they want.
So it's a scam

Otherwise, if the reason is correct, he takes sales defects and warnings from eBay for his behavior, but there will be no way to force him to ship the goods.
