But where is my eBay balance as a private seller, and how do you withdraw it?

A while ago there was the possibility of asking a human operator for help. For some time now it’s been impossible to do so. I would like to withdraw money from my balance and deposit it into my checking account, but I have no idea how to do it and the instructions are absolutely indecipherable. (isn’t it that eBay is being sneaky?) If someone teaches me how to do it I would be grateful.
The new system for withdrawing and holding our money seems very unworkable for us private users. I forgot to say that I use a PC and not a smartphone.
