Unpaid item strikes and negative feedback

I am from the eBay U.S. site and am here asking a question for an Italian eBay seller.

The seller has received 2 negative feedbacks from a buyer who did not pay for items. The seller filed 2 Unpaid Item disputes, closed them with strikes issued, but can't seem to get ebay to remove the negative feedbacks.

The U.S, eBay site would have removed these feedbacks due to the strikes being issued. Is this the policy on eBay Italy also?

Io sono dal sito eBay Uniti e qui sto facendo una domanda per un venditore italiano di eBay.
Il venditore ha ricevuto due risposte negative da un acquirente che non ha pagato per gli articoli. Il venditore ha presentato due controversie non pagati dell'articolo, li chiuse con scioperi emessi, ma non riesco a ottenere ebay per rimuovere le risposte negative.

Il sito americano, eBay avrebbe tolto questi feedback a causa di essere rilasciati gli scioperi. È questa la politica su eBay Italia anche?

if the seller has paypal as payment only negatives are removed if the buyer does not pay after the seller has opened an unpaid item dispute

se il venditore ha solo paypal come pagamento i negativi vengono rimossi se l'acquirente non paga dopo che il venditore ha aperto una controversia per oggetto non pagato

This is not about my account. I'm trying to help someone who came to the eBay U.S. Answer Center. He received 2 negatives from a non-paying bidder and can't seem to get eBay to remove them even though strikes were issued.
I wish my Iltalian was better. Sorry..
