Seller moved item to dispatch but never shipped item or added tracking code

Hello my seller moved my order to dispatch and never shipped the items not replied any messages, it has almost been a month and i do not know how to contact ebay to help. seller sent me a mesasage on the latest expected date of arrival claiming to have been busy and that's why they ignored my many past messages and siil not tracking code or sign of actual item shipped
