Refund came partially

Hi guys...i bought a item by mistake then asked the seller for the refund...He said that its possible..i paid 24.87€ but recieved only 9.76€ from the seller... That's the message i recieved from him "So you paid through the international shipping service but your address was based in the uk. So that was the max we could refund you. We believe that you’ll have to notify eBay about the postage charge."

What should i do? Thanks!

Quasi sicuramente hai pagato qualcosa acquistato con il servizio GSP e quindi hai pagato in anticipo tasse di importazione (iva e oneri doganali) e spedizione a Pitney Bowes. 

Non penso sia possibile chiedere il rimborso di questi servizi per un tuo ripensamento sull'oggetto. Il venditore t a rimborsato il costo dell'oggetto e la sua quota di spedizione nazionale (quella al centro di raccolta PB).
