delivery date not met

Hi everyone,
in November I bought an item whose expected delivery date was December 15 - December 22. As of today (January 28) the item is still in transit, I contacted the shipper who reassured me by saying that the seller had chosen a slow shipment, by sea (not by air – the item comes from Japan) and that it will still take several weeks.
Assuming I receive the item in acceptable condition given how long it has been on the way, is there a way to ask eBay and/or the seller for partial compensation for failure to deliver on time? we're talking about at least a month and a half of delay...

unfortunately no, it’s too late, you should have acted within 30 days from the final delivery deadline, so by January 21...
