Can't you review a lying seller?

A seller put a collection of books up for sale. I contacted him to get a few more photos, since he had only posted one, and he replied that he had already sold half of the books. I told him that then he needed to change the listing and the price, since it was no longer a complete collection. For several days, though, it stayed unchanged and at full price. Then he contacted me and said that if I wanted, I could buy the books individually. That was fine with me, and I asked him which ones were left and what price he wanted, making it clear that I was really interested in buying them (in the meantime I put the item in my cart to reserve it, even though the listing still hadn't been updated). But he stopped replying, and the next day I realized the item was no longer available. I asked for an explanation and after many days he replied that he had already sold it to someone else. Really very dishonest! Isn't there even a way to leave feedback for such a joke? Can only the person who manages to buy leave feedback? Thanks....
