My order has not been received

Hi there,
I have ordered something from china, and it was a free shipment choice, but I chose the shipment that must be paid for in order to get my order sooner and on time, but the deadline has been passed by today and still I have not received my order. I just wanted to know that what should I do now? Is there any shipment refund because of the delay?( I mean that I will receive the order but due to the delay can I just refund the shipment paid?)
