Oggetto non ricevuto da UK

Salve ragazzi,

il 03 ott 2016 ho acquistato (e pagato con paypal) un articolo da un venditore in UK.

L'articolo dovrebbe essere stato spedito con la Royal Mail International Standard (Small Packets) e sarebbe dovuto arrivare tra il 6 e l'11 ottobre.

Dopo aver contattato il venditore senza aver ricevuto risposta, ho aperto una richiesta su ebay e richiesto il rimborso per l'oggetto.

Messaggio del venditore:
"HI I am very sorry to hear the item has not reached you yet, since this is an International order we must allow 28 days from dispatch in case of any customs/transit delays, if after 28 days the item has still not arrived then we can look into this matter "

Ma se ci vogliono 28 giorni, perchè nell'inserzione dice che il prodotto arriva tra i 3 e gli 8 giorni?

Cosa dovrei fare?
