Payment of charges - Item being held, addressee being notified, hw do i pay the charges?

so i recently bought an item from america and it says that estimated arrival is 6th to 16th... while tracking my item i found that it has already reached italy! currently states Payment of charges - Item being held, addressee being notified.. how am i notfied and how do i pay the charges as i want my item asap... any answer will help thanks   so it now says i havent paid some charges.. my question is where do i pay the charges? any local post office? or does it have to be a spesific one 🙂
