1. In INR cases PayPal will ask the seller to provide proof of delivery which can be tracked online.
2. If no tracking number is provided, it will be assumed the seller is not appealing the INR claim and the buyer will win.
3. If a tracking number is provided, we will check to ensure that the website shows delivery.
4. If it shows as delivered we will consider it valid.
5. If it does not show as delivered we will check back after a period (depending on whether it is a national or international delivery).
6. If it subsequently shows delivery then see point 4.
7. If it still does not show delivery we will consider it invalid and rule in favour of the buyer.
8. If it shows delivered but there is any doubt as to the where it has been delivered, we will request a Proof of Postage slip (which will be stamped by the P.O. and will show the address the item was sent to).
9. If the address on the Proof of Postage is ok (in combination with the tracking number) we will consider it valid

Le due risposte erano riportate in forum per un caso veramente curioso. Si trattava di una contestazione con un acquirente italiano per una macchina fotografica spedita con signed for. L'acquirente aveva aperto una contestazione con paypal e contemporaneamente aveva messo in vendita l'oggetto, che aveva perciò regolarmente ricevuto, su Ebay. In seguito all'indagine di Royal Mail Poste Italiane aveva risposto che la raccomandata era stata regolarmente consegnata. Nonostante questo il venditore ha perso il reclamo perchè Poste Italiane ha inviato il risultato dell'indagine a Royal Mail dopo 3 mesi, quando ormai la pratica paypal si era chiusa a danno del venditore:
E' evidente che paypal, fino almeno al gennaio 2008, voleva prova della consegna non del tracciamento.
E' però possibile che ultimamente - considerata la situazione delle poste italiane, il numero di reclami provenienti dall'Italia a seguito di pacchi persi e l'impossibilità del tracciamento in Italia - paypal adotti per il nostra paese una politica diversa e si accontenti della sola prova di spedizione tracciabile.
Sarebbe bene che chi opera con l'estero (ma anche in Italia) e con paypal si abituasse ad usare sistemi di protezione più sicuri. E' stato scritto nei forum da più parte che l'unico sistema sicuro di pagamento su ebay è l'accoppiata paypal associata ad una vera carta di credito. Solo in questo caso disponi di doppia protezione. Nel caso in cui paypal ti dia torto puoi ancora ricorrere alla protezione della tua carta. Questo vale soprattutto per oggetti non corrispondenti alla descrizione, ma vale anche se il venditore cerca di dirottare il tuo pagamento su un indirizzo paypal diverso da quello registrato. In questo caso la protezione paypal è perlomeno aleatoria e ho anche il sospetto che il trattamento che ricevi da paypal sia sensibilmente diverso. Il fatto che paypal ti abbia dato torto sarebbe infatti irrilevante se disponessi di tale associazione in quanto ti sarebbe consentito ancora un chargeback (annullamento del pagamento) contro il quale paypal non può nulla. Ovviamente per una decina di euro non vale la pena, ma se ne hai pagato un centinaio si.
